[Standards-JIG] JEP-0060: Notifications on item deletion

Section 7.2 of JEP-0060 says that subscribers are to be notified about
the deleted item if the 'notify' attribute of the <retract/> element
is "true" or "1".  However, the standardized form for
pubsub#node_config includes the option pubsub#notify_retract with the
same meaning.  Which of these takes precedence?  Should the
configuration be consulted when there is no attribute to tell how to
do?
