Thus I think the decision process is:
1. Check for the 'notify' attribute.
1a. If it exists and has a value of "true" or "1", send the notification.
1b. If it does not exist or it has a value of "false" or "0", don't send
the notification but move to step 2.
2. Check for the 'notify_retract' field.
2a. If it exists and has a value of "true" or "1", send the notification.
2b. If it does not exist or it has a value of "false" or "0", don't send
the notification.
