[Standards-JIG] error for stanza while doing SASL

Hi!

I am wondering what would be the correct response from a Jabber server, 
when just doing SASL authentication on a c2s link (therefore expecting a 
<response xmlns='mawis at amessage.infourn:ietf:params:xml:ns:xmpp-sasl'/> 
element), this SASL authentication is not yet finished, and another 
stanza/element is arriving (e.g. <starttls .../>).

I expect the correct response would be a <stream:error/> ... but which 
one? Maybe <not-authorized/>?
