This is allowed in the spec.
I personally would like to see it disappear, as it introduces complexity into both the client and server implementation for very little benefit.
(Very little benefit is, of course relative. We've had this discussion here before and people do have some specialized uses for it...)

Subject: [Standards-JIG] FullJID subscriptions.
I got the following error from GTalk server:
Error presence received: <presence
from='grungen at gmail.com/Talk.v92D408EE11' to='gg.chrome.pl'
type='error'><error code='400' type='modify'><jid-malformed xmlns='urn:ietf:params:xml:ns:xmpp-stanzas'/><text
xmlns='urn:ietf:params:xml:ns:xmpp-stanzas'>Must subscribe to bare JID.</text></error></presence>
I don't remember that XMPP RFC disallows FullJID subscriptions.
I even remember that on other servers it works like it should - you recieve presence information only when the subscribed resource gets online.
