[Standards-JIG] JEP-0080 (geoloc) and JEP-0112 (physloc) merge

Hi,

I've been talking to Boris Mann and we think that geolocation and
physical location (address) are intrinsically coupled. They should not
diverge, although either could be optional. See [1].

We are wondering why these two JEP got separated again after having been
merged. Joe, do you remember? Are there any objections to joining them?
