[Standards-JIG] Pubsub access models

Hello,

i think we need more publisher access models in pubsub.

- approval from node owner before items will be published
- make items editable for publisher and owner before they get approved 
and published.

i also had some request from people who want to edit published items. 
This makes also sense to me. Now the only solution is to retract the 
item and publish a new item. But then the relation to the original item 
is lost then.
