[Standards-JIG] JEP-0163: Disco info

Section 3 of JEP-0163 specifies what a PEP-enabled server should
return when queried about disco information.  What should it return
for queries to bare JIDs?  Should it return the same information
(i.e. pubsub/pep identity, pubsub feature, and specific pubsub
features supported by the implementation) as for the server itself?

And in what way is a PEP-aware client expected to advertise its
support for PEP?
