Wow, that is wrong. It is Appendix B of RFC 2373, not RFC 3513. Probably
the IESG or the RFC Editor insisted that I update the reference (RFC
3513 obsoletes RFC 2373), but I did not check the updated document to
see if the ABNF was still there (which is isn't, as you can see in
Appendix B of RFC 3513 the ABNF was removed). I'll have to fix that in
rfc3920bis.
