I think, I understand jep-0060. I also had a closer look at jep-0163 
which makes now sense for me.
Playing with ejabberd pubsub does not help very much to understand the jep.

I also had a closer look at jep-0163 which makes now sense for me - I 
didn't see that the "to" attribute has changed  which is important ;-)
