[Standards-JIG] Check connectivity of a IP pair

Hi Peter,

The RFC say what, but don´t say how to do this. In fact there is several 
methods to check if a IP pair is connect ables, each one with "pros" and 
"contras"...
I want to know which one Jingle developers use to be compliance to ICE.
