p+c works as publish-if in #3. So, if laptop tries to publish my geoloc
using presence access model, but the node is currently set to whitelist,
client will get "config-does-not-match" error. Then, it may check node's
current configuration and ask user if they'd like to switch to new
config or revert to old settings.
