Well, I am going to write up the proposed version 1.1 of XEP-0163 with 
option #3 because it seems to be the only approach that will break the 
deadlock. It's easy to say "+1" to option #2, but at least one XMPP 
Council member is "-1" on #2 (and XMPP Council member votes are the 
votes that count in our standards process). I am sorry, but it seems to 
me that people are going to have to compromise a bit here in order to 
reach rough consensus. If option #3 gets us to rough consensus, then it 
is a good thing (no matter how many people say "+1" on the list).

But let me provisionally modify the spec so people can see what it all 
looks like (with full error flows etc.), then we'll figure out how we 
move forward.
