I think the original poster's objection wasn't to having it required,  
but was to it being in Basic; my impression was that they felt it  
might make more sense to be in Intermediate.

That said, I think the simple answer is that XEP-0115 belongs  
anywhere that Disco itself goes, in terms of client requirement  
sets.  And if that's Basic, XEP-0115 belongs in Basic.  End of story,  
for me. :)
