What do you mean? From RFC 3921, section 2.1.1:
"If included, the 'type' attribute MUST have one of the following
values:
[...]
* normal [...]"
It seems that "normal" is indeed an allowed value for the 'type'
attribute of <message/> stanzas.

The main argument against it is that it violates a MUST of RFC 3921.
