I've completed another copy edit and review. The only substantive change
I made was to add a special service discovery feature for the caps
server optimization feature, since I think otherwise there could be
confusion between server support for caps (e.g., as advertised in the
stream feature or provided in server presence if we ever define such a
thing) and server support for the caps optimization as described in
Section 7.

I also put the "determining support" information in a separate section
and I cleaned up a few phrases and examples.
