The problem is that there's not a single implementation of PEP in any  
server (even though the most important ones support pubsub), so the  
whole idea (plus every XEP that depends on it, like XEP-0084) is pure  
theory.
For Jive Software's Wildfire, it's not even planned, according to the  
issue tracking system.
