Section 3.2.1 of XEP-0177 (Jingle Raw UDP Transport) says:
The receiving entity MUST immediately attempt to send media data to
the IP and port specified in the initiation request. If media data can
be delivered, the recipient MUST [...]
But isn't that a contradiction, as there is no reliable way to find
whether a UDP packet arrives? And what is this "media data" to send?
For voice or video, silence or a black picture might be appropriate,
but what about file transfer or other such content types?
