But you should be careful here, there are bots on the network that can
be useful, so you should not limit these (like a TV program that needs
to alert that 784 star track fans the program they asked for will start
in 5 minutes).

It should be at last noted in implementation notes it should allow
setting exceptions for these things.

But a good idea IMHO, as the whole.
