[Standards-JIG] list move+rename

Because we are moving the relevant discussion lists to xmpp.org and 
because we no longer use the term "JIG", this list will soon change from 
standards-jig at jabber.org to standards at xmpp.org. The move should be 
transparent to subscribers. However, you may need to update your mail 
filters appropriately.
