There are other ways to have the GPS coordinates of each user.

I know at least one ADSL provider that has Geo referenced information  
of their clients based on the phone number where they subscribed the  
service.

A custom made PEP component could receive the publish event from a  
third party component that updates his geoloc from that.

In the mobile area, it might even be more simple, with triangulation  
of BTS.
