Yes, XMPP Server should provide a XMPP Stanza to provide a flexible
"Relay To" command.
Client must be able to ask for a sessions, and able to ask a change in
the packets destinations of this session.

Btw, Dynamic Allocation works well for mostly cases. In theory it just
doesn't work for Relay Server<->Relay Server Connections.
