[Standards] pubsub / pep updates

At its meeting on 2007-05-02, the XMPP Council extensively discussed the 
outstanding issues related to pubsub and PEP:

The Council seemed to reach consensus on several issues, as summarized here:

As a result, I took an action item to more clearly define the features 
used by PEP (auto-create, auto-subscribe, filtered-notifications, and 
last-published), to move them to XEP-0060, and to update XEP-0163 so 
that it simply refers to the features defined in XEP-0060.

I have just completed a first pass at this task, as shown here:
