[Standards] Question about MUC XEP-0045 concerning full and semi anonymous rooms

XEP-0045 says:

(section 4.2)

Fully-Anonymous Room -- a room in which the full JIDs or bare JIDs of  
occupants cannot be discovered by anyone, including room admins and  
room owners; [...]

Semi-Anonymous Room -- a room in which an occupant's full JID can be  
discovered by room admins only; contrast with Fully-Anonymous Room  
and Non-Anonymous Room.


....

(section 7.1.6)

If the room is semi-anonymous, the service MUST send the new  
occupant's full JID in the format shown above only to those occupants  
with a role of "moderator".





In case of full-anonymous or semi-anonymous rooms, I can't find a  
clear explanation whether the presences are broadcasted or not:

When entering a full-anonymous room: should presence be broadcasted  
to all occupants BUT without the full JID in the item element? or the  
presence is just not broadcasted, except maybe for the arriving  
occupant himself?

When entering a semi-anonymous room: should presence be broadcasted  
to all occupants BUT without the full JID, except for moderators? or  
the presence is not broadcasted to participant but for moderators and  
maybe the arriving occupant?


When reading the XEP I think the presence is always broadcasted to  
all occupants, the type of room determines whether there's a jid  
attribute in the item element or not. Am I wrong? If not I think it  
should be a bit more clearly mentioned.
