Let's make it a separate feature. And after thinking a bit more: this
really *is* a feature, not just a "negotiation flag". The fact that a
client understands what <data/> element is doesn't necessarily mean it
can display file preview - this is just a use case of <data/>. This
makes me think that maybe current protoxep should be split into separate
documents per use case.
