[Standards] [Jingle] How to accept or refuse the transfer ?

Hi all,
I am reading the jingle specs (in order to implement Jingle video) but I have 
a problem which bothers me a little.

At which time can I ask the user to accept or refuse the video chat (I didn't 
see anything about this in Jingle audio or Jingle file transer either) ?
