+1 for getting rid of the stream restart. I started this discussion 
several times in the past and never understood why we need them with TLS 
and SASL ;-)

* this saves us some round trips
* gets us closer to "real xml"
* makes the specs much cleaner because on some stream features we 
restart the stream (tls, sasl, compression), with otehrs we don't (bind, 
session).
