I saw that the change have already been published but still I give my
answers. :-)

The revised security consideration was part of my change proposition,
so that's good.
But another part was that this sentence in the implementation notes:

could become a security consideration as well. I personnaly think that
a rate limitation is not *desirable*, but *recommended* to avoid abuse
of this feature which could disturb your computer usage...

Anyway as Remko said, the remaining details on this XEP are not major,
so this is ok if it does not change now...

But just one language point:

English is not my natural language, so maybe this is a syntax I don't
know. So if it is an error from me, forgive me. But here, isn't it
supposed to be a "whom", and not a "whome"?
