Hey,

they post on stpeter's blog seems to be a very plausible solution. But
about: How long has the server been on the network?
We should also add an how much of the time it is online. How many
outages in the last month / year. BUT, uptime.toliman.pl is nice, but
we would atleast need a measurement from 2 seperate networks to
confirm a downtime.
