About the planned downtime. This is why I thought this might be important.
It allows server administrators to install updates on the server which are
important, without loosing their reputation as a server which is constantly
online. The Admins can tell their users in advance, so that they will know
about it. However, we need to limit this to i.e. 12 hours per year, to
prevent people from keeping their server in "maintenance status" all the
year round.
