[webteam] account approvals

BTW, it seems that end-users have "discovered" stage.jabber.org and are
requesting accounts (probably thinking that this is the way to get an IM
account at the jabber.org XMPP service). Therefore I am not
automatically approving account requests and I suggest that other site
admins do the same -- typically I am pinging the person to see if they
want to help out with the webteam or not before approving the account.
