It doesn't seem like a huge imposition to me (after all, legitimate 
businesses and service providers always have a phone number). Right now 
we collect phone numbers at xmpp.net, but we have never used them. Not 
that you need a certificate from xmpp.net in order to be listed at 
jabber.org -- you could have a cert from some other CA (Verisign or 
whatever).

Yes, the certificates issued by xmpp.net are Class 1 certificates for 
now. In the future we might offer Class 2 certificates but that requires 
more than just phone verification (at least according to StartCom).
