I just did a drive-by review of it and it looks like Flyspray plus
time tracking.  I don't know that time tracking is important for us,
and there is the positive that several of us are already extremely
familiar with Flyspray so I'm voting that way.  For those that don't
know, Flyspray came about as the answer to Bugzilla's bloat
specifically for the Psi project and later branched out as its own OSS
project.

Only other option that I personally think there is value in
considering would be the Drupal modules project & project_issues
(http://drupal.org/project/project).  I've worked with Drupal before
but never these modules.  Does anyone have arguments for this route?
(Besides the obvious one being Drupal integration.)
