Sure they are but that doesn't change the fact that's only bottom-up.
Some sites/projects/companies are trying to get endusers to embrace
Jabber one way or another. But there still isn't a site that offers a
place where people can get an idea what Jabber actually is, why they
should care and how they can get started.

All this is completely different from the Firefox situation. Everyone
and their mother knows what an internet browser is, there is no need for
a internetbrowser.org website that explains the concept of 'the
internet' to the endusers. Same thing with Email clients, word
processors or almost any other piece of software.

Your point is only valid at the moment that everyone knows what this
'Jabber' thing is. At that time we can suffice with the information on
xmpp.net and on the sites of the respective servers and clients. Until
then there is a need for a centralized place with basic information and
pointers about/to things Jabber related.

Regarding the license: PD is fine by me, we're not doing any rocket
science or high art here :)
