[webteam] .xml files in the document root

Currently in the document root for http://www.jabber.org/ we have the
following files:

allservers.xml
crossdomain.xml
servers.xml

The allservers.xml file was formerly used by people who ran monitoring
services for the jabber network. I don't know if it is still in use, but
I will ask on the JAdmin list.

The crossdomain.xml file is or was used by Flash applications (it's a
Flash thing to avoid cross-site scripting or somesuch). I don't know if
anyone is using it, but it would be nice to keep it around. I'll ask on
the JDev list.

The servers.xml file is used by jabber clients to prepopulate lists of
servers during user registration. Currently that pulls from xmpp.net. We
need to change it so that it pulls from jabber.org. I suppose we need to
write a bit of PHP for that.

Do we need to do anything special to keep these .xml files in the
document root (other than copy them to the right directory)? Will Drupal
disallow access to those?
