[webteam] submission guide

I've been working on the submission guide. For instance I created this:

http://stage.jabber.org/submission-guide/im-service

I also added a link to there from here:

http://stage.jabber.org/node/add/im-service

And I created one "IM Service feature" (i.e., multi-user chat) but
probably we need more. Something to do before we launch. :)
