Well the way that some sites like Betanews does it, is that anyone can
submit a new release, and an editor checks it out.  I find all the
time that people advertise new Psi release candidates before I get to
it myself.  I just get an email from the system saying that a
submission has been approved by the editor.  We can use Drupal's
moderation queue for this.
