There are a number of general Jabber/XMPP topics that don't fall
on-topic for application-specific forums: specification
questions/suggestions, general process questions, advocacy, etc.
Conferences/chats aren't always active when someone has a question, so
an asynchronous method of communication is needed. While I personally
prefer MLs to forums, most non-techies are far more comfortable in web
forums.
