[webteam] site registration

Until we connect the IM and Drupal databases, does open site
registration make any sense? IMHO site registration is mainly for
developers and service admins (add your software project or IM service),
plus random folks who actually want to make comments -- but it seems
easy enough for them to ask an admin for an account.
