 From what I understand setting up a proper staging area for Drupal is

The main problem is that Drupal is rather fond of changing it's  
datase, for instance when working with CCK. This makes is rather  
difficult to synchronise the development, staging and production  
machines. There are several solutions and hacks out there, it depends  
largely on our requirements what would be the best suited solution for  
jabber.org These solutions range from keeping a textfile with the  
relevant changes to XML based build and deployment tools. Alas I don't  
have experience with any of them at this time.
