So... there shouldn't be any reason that /servers and /servers.xml  
can't co-exist... it sounds to me like "MultiViews" is on in the  
apache conf:

http://httpd.apache.org/docs/2.2/content-negotiation.html#multiviews

Sounds like it's interfering with Drupal's mod_rewrite -- can you try  
turning it off?
