Based on discussion of this issue with my-coeditor of the SASL spec 
(Kurt Zeilenga):
The SASL spec requires to support the extra roundtrip version (for 
historic reasons) and gives protocols an option to save round trips.
As the original XMPP spec didn't say that the extra roundtrip version 
was prohibited, this means that XMPP clients and servers are requires to 
support both.
Now, the update to XMPP can say that the extra roundtrip version is no 
longer supported, but I guess this would break some existing 
implementations.
