Would you prefer it to be a (1) a MUST or (2) a SHOULD with a proviso in
all caps saying that if you decide to be nice to XMPP clients at the
deployment level then you open up a possible amplification attack (see
the security considerations) and be aware that SIP presence servers
might not refuse to talk with you blah blah blah?
