As I understand it, this is basically due to hardware sharing and excessive bot / AI scraping. It certainly is annoying, but it's not easy to resolve/prevent: many countermeasures have unexpected side effects.

In any case, this does not only affect you, and people are aware and acting where reasonably possible.
