for enforcing the CoC and have less burden on members or council the
GNOME online Code of Conduct committee can be seen as a well documented
and a good example to adopt -> https://conduct.gnome.org/reporter-guide/
they account for problems of power (council members breaking CoC for
example) and for problems of access (sysadmins breaking CoC that can
read messages on the server)
XEP-0458 does have a bunch of text about Board appointing a Conduct team, and reporting going to them, and so on. This is definitely clearer, better written, and more refined. But it still needs Board to appoint a Conduct team.
My concerns with XEP-0458 isn't what precise words it uses where and when, it's that there's still no Conduct team. Without that, it's easy to suggest we don't take it seriously.
