[Council] JEP-0022 once again

So how do we move forward on JEP-0022 (message events)? DW's -1 comments

It seems in part (paragraph one) you're asking for a protocol change in an
informational document. There are things I don't like about it either, but
this JEP is merely documenting what exists now.

Paragraph 2 is just a wording change so I can handle that.
