[Council] BIG POKE

OK, when are we going to get organized for 2003? When is the first
meeting? Shall we have meetings every two weeks? What times work? Do we
need all Council members at each meeting?

Unfortunately I'm going to be at a conference most of next week but next
Friday would work for me.

Let's get going!
