[Council] motion on JEP-0013?

JEP-0013 is probably the oldest standards-track JEP that is still
experimental. With the advancement of JEP-0082 (DateTime) to Draft,
JEP-0013 now has no Experimental dependencies and is ready for a Last
Call. If any Council members care about this protocol and think it's
appropriate to vote on it, a motion for Last Call would be appreciated.

/me still thinks he might run for Council just so he won't have to beg
for Last Call motions next time around....
