[Council] Deferred -> Retracted

I think the following JEPs should be changed from Deferred to Retracted,
with notice that they are superseded by XMPP Core:

- JEP-0026 Internationalization

- JEP-0034 SASL Integration

- JEP-0035 SSL/TLS Integration

Any objections?

Also, what about JEP-0044 (full namespace support) and the other
deferred JEPs?
