[Council] proto-JEP: waiting lists

The following proto-JEP describes a protocol defined last year for 
the purpose of interoperability between some large telecommunications
carriers in Europe. I have now received approval from those involved 
to publish the protocol, and publishing it as an informational JEP 
seems to be appropriate.
