[Council] draft to final

While it's good to work on new protocols, it's also valuable to finalize
protocols with which the Jabber community has quite a bit of experience.
I see the following as candidates (in roughly this order):

1. Service Discovery
2. In-Band Registration
3. Non-SASL Authentication
4. Multi-User Chat

We have less experience with some of the other Draft protocols so I
think it's a bit premature to consider moving them forward.
